KUALA LUMPUR, March 31 — APCO’s denial that it ever did any work for the Israeli government has proven untrue as a Straits Times report revealed that filings with the US Justice Department show otherwise.

The international public relations firm “entered into an agreement in 1992 to provide services for the Jewish state.

“In written queries about the State Department filing, APCO said it worked with another associate company on a project for the Israel government at the time.”

APCO’s deputy managing director B. Jay Cooper said, “The work, which was primarily in the media area, involved acquiring US government money for Russian immigrants’ housing in Israel.”

Cooper went on to explain that APCO “was then owned by Grey Global Group.”

“In 2004, APCO did a management buy-out and cut all ownership ties with the Grey Global Group,” he said. “APCO Worldwide, with new ownership, is today’s company.”

APCO’s own public relations nightmare began when Opposition Leader Datuk Seri Anwar Ibrahim alleged that the prime minister’s 1 Malaysia campaign was APCO’s idea and closely mirrors former Israeli prime minister Ehud Barak’s One Israel campaign.

Anwar had suggested that One Israel was conceived by APCO.

The link, while tenuous, could weaken Malay support for Datuk Seri Najib Razak’s administration.

So far, APCO and senior government officials have denied that it has any links with Israel.

But Anwar, speaking in Parliament yesterday, dropped another bombshell when he said that APCO’s link with the Malaysian government began well before 1 Malaysia.

Anwar also zeroed in on Asero Worldwide, an APCO associate, that specialises in homeland security and is headed by Israeli security experts.

Next Tuesday, 30 March, Barisan Nasional parliamentarians will be gearing up to crucify Opposition Leader Anwar Ibrahim for his comments on APCO. The MPs might think that they are doing the BN government a favour by defending Najib and his high-flying consultancy company.

In the minds of most BN lawmakers, defending the government is equivalent of defending the country. By the same logic, people who criticize the government are simply traitors to Malaysia.

I would like to invite my friends from the other side to think harder, and look harder. In fact, it does not require a lot of effort to find out the connection between APCO and Israel.

But before I go further, I wish to make myself very clear on this; the discussion has NOTHING to do with the “Jewish Question”. There is a great difference in being Jewish and being the adherents of ideological Zionism.

Malaysians are often proud to proclaim solidarity with the oppressed Palestinian people. We have also maintained an independent foreign policy and have had a long record of being fully committed to the cause and principles of the Non-Aligned Movement.

In this context, it is hard to understand how our Prime Minister could hire a public relations firm that is well known for its shady ties with international Zionism? Why should we trust a company with Zionist agenda to handle Malaysian strategic communications?

It’s not just another Jewish firm

Opposition Leader Anwar Ibrahim has raised several critical questions in Parliament on the similarities between the slogans 1-Malaysia and 1-Israel. He also challenged the government to justify spending RM23 million of taxpayers’ money on APCO.

There is also the question of why didn’t Najib and his government engage local public relations firms to undertake such communications work?

According to APCO’s own statement, its responsibilities covered a wide scope – beyond communications. “APCO’s work has included communication support for a broad range of reform initiatives undertaken by the government of Malaysia, especially in the areas of creating jobs, promoting education, and strengthening delivery of services to the people.”

Indeed, it is strange that this clarification did not come from Najib or the Prime Minister’s Office.

The reason Pakatan Rakyat raised these issues was not for political point-scoring, but because they warrant genuine concern for national security.

APCO Worldwide is based in Washington DC and has 23 offices all over the world including Tel Aviv. It is common knowledge that many of its key personalities and advisers are associated with Zionist Israel, e.g. Shimon Shein (former Israeli Ambassador to Germany, Itamar Rabinovich (former Israeli Ambassador to the US), We might say, so what?

But APCO cannot deny that its operators in Tel Aviv have close links to the Zionist regime. Its CEO in Israel, Gad Ben-Ari, was a personal adviser of the late PM Yishak Rabin. APCO in Israel undertakes various communications and strategic development work for both corporate and governmental organizations.

Also, the relationship between Israel and APCO is more than merely having an office in Tel Aviv. APCO’s activities in the Zionist state go beyond the civilian sectors. Notably one of the members of APCO’s International Advisory Council is Doron Bergerbest-Eilon, who was a former security chief for the Israeli government.


APCO’s involvement in various intelligence and security-related projects is done through its strategic partner and sister company ASERO Worldwide. While APCO’s expertise is in the field of communications, ASERO specializes in homeland security and risk management consultancy.

APCO and ASERO have many overlapping consultants and management members. For example, Doron Bergerbest-Eilon who sits on APCO’s International Advisory Council was also founder and president of ASERO Worldwide.

Doron Bergerbest-Eilon was formerly a senior ranking security official of the Israeli Security Agency (ISA). He was the head of the protection and security division and held a position equivalent to the rank of major-general. His dedication to Israeli secret service has even earned him a prestigious Director’s Recognition Award by the U.S. Secret Service.

Mara Hedgecoth, the daughter of APCO CEO and President Margery Kraus also sits in ASERO as Vice President. At the same time, Mara Hedgecoth also serves as Vice President and Director in APCO Worldwide.

ASERO’s Senior Vice President, Carl Truscott was another tainted figure under Bush Administration. Carl Truscott was the Director of Alcohol, Tobacco, Firearms and Explosives Bureau.

But he resigned in August 2006 after a report by the Justice Department found he had wasted tens of thousands of dollars on luxuries, wasted millions on whimsical management decisions and violated ethical standards by ordering employees to help his nephew with a high school video project.

Israel’s Connections

ASERO Worldwide advises Israeli military/civilian agencies on strategic and tactical security challenges and provides assistance to both governments and corporations to prepare, mitigate and recover from threats of terrorism and other hazards, as well as to protect lives and critical assets and ensure continuity of operations.

ASERO’s staff are filled with recruits from Israel Security Agency (also known as Shabak or Shin Bet) and the infamous Mossad. As we all know, these agencies’ standard operation procedures in counter-terrorism include torturing suspects, assassinations, etc.

In 2006, APCO and ASERO introduced Transportation Security Administration (TSA) to Israel, and helped to develop Israel’s airport security system – the Suspect Detection Systems. The TSA was designed by John Magaw, another APCO leading consultant who used to serve as director of the U.S. Secret Service.

The Singapore’s links

It is no secret that Singapore and Israel covertly engage in extensive cooperation in the fields of defense and intelligence. The cooperation between the two countries can be traced back to the 1960s.

Within the high-ranking ASERO directors and managerial officers, the only non-American or non-Israeli appears to be a Singaporean.

ASERO and APCO provide consultancy service on homeland security to the Singapore Government. ASERO, in particular, assists Singapore with technical and intelligence services in aviation and aerospace security. Their services and expertise have facilitated the rapid transfer of Israeli military and security technologies to Singapore.

The two companies are also involved in promoting Israeli participation in long-term research and cooperation in strategic fields that have security or military implications. One such institution is the Singapore-Israel Industrial R&D Foundation (SIIRD) established in 1997.

In recent years, ASERO has actively participated in many counter-terrorism activities. In the quest for academic exchange, ASERO joined the Centre of Behavioral Science (CBS). The objective of CBS is to serve as a “platform for the transfer and exchange of leading-edge knowledge and ideas which contribute to the transformation of the life of individuals, organizations and society at large”.

1-Malaysia and One-Nation Sloganeering

Against this background, there are ample of reasons for patriotic Malaysians to question the wisdom of engaging APCO. There is no doubt that APCO does not share the vision and objective of our nation-building. It is not surprising that 1-Malaysia has not been resonating well in our local context.

In fact historically, 1-Malaysia sounds too similar to the various “One-Nation movements” around the world. Unfortunately, the One-Nation slogan has become inevitably associated with conservative tendencies.

As we know, One-Israel was slogan of a failed attempt to forge unity in a fragmented political landscape. Then there was also One-Britain, which had been the theme of notorious UK Conservative politicians and far-right, anti-immigration groups.

In Australia, ex-prime minister John Howard formulated a One-Australia policy in 1980s. In essence, One-Australia was a reaction against multiculturalism and it insisted that Australia must retain the domination of the Anglo-Saxons.

Howards’s One-Australia theme was later picked up by racist politicians such as Pauline Hanson who founded the One-Nation Party. This party’s sole platform was based on fiery anti-migrants and anti-foreigners rhetoric and policies.

Surrendering Malaysian sovereignty

A year after launching, the concept of 1-Malaysia is still too ambiguous to the majority of Malaysians. Although the slogan has generated lots of hype, there is no substance in it.

In fact, Malaysians of all ethnicity are equally lost in this mantra-like rhetoric. The ‘feel-good’ effect cannot sufficiently cover the disappointment or disillusionment over inaction in addressing real issues affecting the nation, such as corruption, falling productivity, poverty, national unity etc.

Our concern is more than just wasting tax payers’ money on all those glitzy advertisements, billboards, songs, concerts, essay-writing competitions etc. We must address the core issue; how secure can the country be when we voluntarily expose all governmental functionaries to a private firm with a strong foreign interest?

In its work, APCO has been given access to many highly sensitive government materials which I believe even most Malaysians are denied access to. It would be absolutely naïve for us to believe that APCO will handle our state secrets ‘professionally’, especially when we run into conflict with global powers.

I hope legislators and leaders of BN would pay some attention to this serious issue. If you are truly patriotic, stand up now. Please do not surrender the fate of Malaysia into the hands of foreign powers.

Anwar produces documents on Apco-Israel-1M’sia link

Opposition Leader Anwar Ibrahim today produced two documents in Parliament to back up his allegations on the links between global public relations firm Apco Worldwide, the Israeli government and 1Malaysia.

One of the documents was the agreement signed between Apco and the Malaysian government, which was witnessed by Premier Najib Razak’s press secretary Tengku Sharifuddin Tengku Ahmad.

The presence of Tengku Sharifuddin, Anwar said, underlies the importance of Apco to the Najib government as normal contracts are signed by government officers.

Anwar asked why a Najib’s aide be at the signing of the contract.

The other document was the deal inked between Apco and the Israeli government when Ehud Barak – who later as premier adopted the One Israel slogan – was the head of the Israeli military.

Anwar claimed that the agreement was positive proof of links between Apco and Israel.

The opposition leader also pointed out to the slew of ex-Israeli government officials which made up Apco’s list of officers and consultants.

Chief among them being Doron Bergerbest-Eilon, who heads the Israeli Security Agency, Itamar Rabinovichk, who was formerly with Israeli’s internal intelligence organ Shin Bet, and Shimon Stein, a former Israeli ambassador to Germany.

As for 1Malaysia, a slogan popularised by Najib, the Permatang Pauh MP alluded to links between Apco executives and the Malaysian government even before the consultancy company was hired.

He said that members of Apco staff were already working with the Najib government even before the contract was signed through the recommendation of Ethos Consultancy, a company founded by former Najib special officer Omar Mustapha.

“At the time, an Apco staff member was already stationed in the premier’s office after he took power. This was way before 1Malaysia was announced,” contended Anwar.

“Therefore, in providing ‘communications support’ to the Malaysian government, Apco may have worked with Najib on 1Malaysia.”

According to Anwar, top Apco executives were operating in a company called MindTeam Sdn Bhd. MindTeam’s officials included Paul Stedlan, who now heads Apco Malaysia, and Margery Krause, Apco’s founder and CEO.

“It is their strategy to work using associates companies to operate in different countries.”

Anwar said that the documents will be given to the House speaker Pandikar Amin Mulia.

Anwar rubbish Apco’s denial

The Permatang Pauh MP also rubbished Apco’s denial over its involvement in coining the 1Malaysia slogan.

“It is a part of Apco’s duty to protect those who employ them, which include denying their involvement.”

Referring to the contract signed between Apco and its clients, Anwar stated that there is a particular emphasis on confidentiality and deniability when it comes to information of the actual scope of Apco’s involvement.

“It is easy for them (the Najib administration) to ask Apco to draft a statement denying its involvement.”

The former deputy prime minister also demanded Najib to explain in Parliament the Apco contract, including the cost of engaging its consultancy services.

Anwar also urged the government to immediately terminate the Apco contract and set up a royal commission to investigate the matter.

After Anwar’s lengthy explanation in Parliament, deputy House speaker Ronald Kiandee said he cannot decide whether the opposition leader should be referred to the powerful privileges committee for further action to be taken.

He said that BN parliamentarians will need to table a motion if they want to refer Anwar to the committee.

Nota Ucapan Anwar Ibrahim Di Parlimen Berkenaan Skandal APCO – 30 Mac 2010


Terima kasih kepada Tan Sri Speaker kerana memberi ruang kepada saya untuk memberi penjelasan mengenai peranan dan skop penglibatan firma perhubungan awam bernama APCO. Isu ini wajar diberi perhatian khusus kerana ianya bukan sekadar isu 1Malaysia atau 1Israel atau tohmahan yang dilemparkan kepada saya sebagai seorang agen Yahudi. Namun demikian, isu-isu terbabit ditenggelami jika hendak dibandingkan dengan skandal dahsyat yang bakal didedahkan hari ini; yang tidak bersangkutan dengan kedudukan mahupun reputasi saya atau pun reputasi rakan-rakan saya. Sesungguhnya keselamatan negara kita dalam bahaya. Isu ini membongkar politik kronisme yang membarah serta rundingan sulit pihak tertentu sehingga membelakangkan kepentingan rakyat dan negara. Tidak dapat dinafikan lagi kini wujud ancaman terhadap keselamatan nasional, maklumat strategik negara terdedah kepada agensi perisikan asing dan tercalarnya maruah umat.

Bagi mengelak sebarang keraguan penjelasan saya hari ini bukan sekadar muslihat politik atau tuduhan tidak berasas, Insya Allah, setiap kenyataan saya hari ini akan disokong dengan dokumen, rencana malah salinan perjanjian yang ditandatangani oleh pihak-pihak terbabit.

Sehingga kini Perdana Menteri belumpun memberi sebarang maklum balas terhadap gesaan saya agar segera mendedahkan serta memperincikan bentuk hubungan di antara kerajaan dan APCO, apa skop tugasannya, jumlah peruntukannya, setiap penasihat yang terbabit; peranan serta pengaruh mereka dalam kerajaan.

Selama ini kita hanya dimaklumkan bahawa penglibatan APCO adalah terhad, tetapi kenyataan-kenyataan yang dikeluarkan kebelakangan ini menunjukkan penglibatan yang lebih menyeluruh dan membimbangkan.

Ini berdasarkan kepada jawapan Menteri di Jabatan Perdana Menteri sendiri yang menyatakan:

“Kerajaan ada melantik Syarikat APCO Worldwide Sdn Bhd untuk melaksanakan perkhidmatan berkaitan komunikasi kepada Kerajaan Persekutuan secara menyeluruh…APCO Worldwide juga disarankan menjayakan program untuk mempromosi dan meningkatkan imej Malaysia di luar negara. ”

Manakala bagi pihak APCO sendiri, mereka merumuskan penglibatan mereka seperti berikut:

“APCO’s work has included communication support for a broad range of reform initiatives undertaken by the government of Malaysia, especially in the areas of creating jobs, promoting education, and strengthening delivery of services to the people.”

Kenyataan tersebut sebenarnya membuka pekung serta memunculkan lebih banyak persoalan. Ini bukan syarikat perhubungan awam biasa yang sekadar menulis ucapan mahupun kenyataan akhbar ataupun bertindak melonjakkan imej Perdana Menteri walau itupun amat dikesalkan kerana ianya dilakukan menggunakan dana rakyat. Dilaporkan usaha ini menelan belanja sekitar RM 20 juta. Secara sedar atau tidak kenyataan APCO mengakui bahawa lantikannya adalah untuk membantu strategi komunikasi yang menyeluruh, bermakna firma tersebut terlibat secara langsung memberi bantuan komunikasi di dalam pelbagai inisiatif dan dasar kerajaan. Ini bermakna, APCO terlibat secara langsung dalam mempengaruhi mesej yang disampaikan kepada rakyat dan saya akan terangkan dengan mendalam kenapa perkara ini sangat membahayakan kepada rakyat dan negara.

Pada 18hb Mac 2010, APCO mengeluarkan kenyataan menafikan penglibatan mereka dengan gagasan 1Malaysia, kononnya konsep itu wujud sebelum APCO dilantik sebagai firma perunding.

Penafian yang dibuat oleh APCO itu merupakan usaha mereka untuk mengelirukan kita akan tarikh sebenar firma tersebut terbabit dengan pentadbiran Perdana Menteri sekarang. Penafian tersebut menggambarkan bahawa ianya tidak mempunyai sebarang hubungan dengan pentadbiran Dato’ Sri Najib Razak, atau Dato’ Sri Najib sendiri, pembantunya atau para penasihatnya.

Sebuah portal berita telah melaporkan pada 28 Julai 2009 setakat mana penglibatan APCO dengan pentadbiran Perdana Menteri Dato’ Seri Najib.

Antara lain, dilaporkan bahawa perkhidmatan APCO ini diperkenalkan kepada Perdana Menteri oleh Omar Mustapha, penasihat Perdana Menteri yang juga teman lama YB Rembau dan rakan kongsi firma perunding Ethos Consultancy. Saya akan buktikan selepas ini bagaimana perkaitan di antara Omar Mustapha dan APCO sebelum pun APCO dilantik secara rasmi sebagai perunding kerajaan.

Walaupun yang diumumkan kepada negara dan rakyat bahawa 1Malaysia dicetuskan sendiri oleh Perdana Menteri peranan Ethos Consultancy tidak boleh diremehkan. Ternyata kebanyakan dari kita tidak menyedari hubungan akrab eksekutif Ethos dan APCO yang masih berterusan.

Sebab itu kita tidak hairan, sebaik sahaja Dato’ Seri Najib menjadi Perdana Menteri, Omar Mustapha dikhabarkan membawa masuk APCO menjadi perunding komunikasi kerajaan.

Malah, laporan berita tersebut dengan jelas menyatakan bahawa seorang penasihat dari APCO telah pun ditempatkan di pejabat Perdana Menteri sejak dari awal Perdana Menteri mengambil alih.

APCO juga dilaporkan terlibat secara langsung dalam menentukan strategi 100 hari pentadbirannya, termasuklah mesej dan dasar utama seperti 1Malaysia dan inisiatif yang lain.

Berdasarkan laporan tersebut juga pegawai-pegawai kanan kerajaan dikatakan tidak selesa apabila Perdana Menteri ingin menganugerahkan kontrak bernilai RM20 juta kepada APCO untuk meneruskan kerja-kerja rundingan kepada kerajaan. Kontrak itu dijangka dianugerahkan antara bulan Julai dan September 2009; iaitu selepas penglibatan individu dari APCO yang dibawa masuk pada tempoh awal Perdana Menteri mengambil alih.

Semua ini bukan saya yang kata, bukan Pakatan Rakyat yang cipta – semuanya telah pun dilaporkan sejak tahun lalu dan ianya belum pun dinafikan pihak yang dikatakan terlibat.

Sebab itu mengambil kira beberapa peristiwa atau contoh yang berlaku apabila kerajaan ditipu oleh penasihat-penasihat asing sehingga menyebabkan kerugian berbillion ringgit; atau diaibkan di peringkat antarabangsa; saya melihat episod perlantikan APCO ini sebagai satu lagi kelalaian yang boleh merugikan dan membahayakan negara.

Adalah menjadi tanggungjawab saya untuk mengingatkan Perdana Menteri dan kerajaan untuk tidak mengulangi kesilapan dan kelalaian lepas apabila terlalu percayakan penasihat asing sehingga kita tidak memeriksa dengan tepat reputasi mereka serta penglibatan mereka sebelum ini. Apatah lagi perlantikan tersebut diselubungi misteri dan tanpa penelitian.

Dulu, mantan Perdana Menteri mengizinkan kerajaan melantik David Zaidner dari firma Marc Rich untuk menasihati agensi kerajaan dan Bank Bumiputra cuba memanipulasi pasaran timah sedunia sehingga kita kerugian besar. Tidak sewajarnya kita lupa skandal Maminco itu. Mantan Perdana Menteri ketika itu seolah-olah tidak meneliti dahulu rekod David Zaidner, yang diketahui umum tidak suka mengikut peraturan dan undang-undang di dalam amalannya.

Kemudian, episod yang membabitkan Jack Abramoff hanya untuk mendapatkan satu temujanji dengan Presiden Bush dalam tahun 2002 dengan membayar USD$1.2 juta tanpa memeriksa dahulu latar belakang Jack Abramoff. Dalam tahun 2006, kerajaan Malaysia dimalukan apabila Jack Abramoff didapati bersalah menipu dalam satu transaksi kewangan sehingga dipenjarakan dan pada masa itulah semua penglibatan kerajaan Malaysia didedahkan. Abramoff juga merupakan seorang pelobi yang terlibat dalam penipuan tanah kaum peribumi Amerika Syarikat(Red Indian) untuk tujuan pembinaan kasino. Perlantikan Abramoff juga dibuat dengan penuh kerahsiaan dan pasti tidak diketahui umum sekiranya Abramoff tidak diheret ke muka pengadilan di Amerika Syarikat.

Walaubagaimanapun, mantan Perdana Menteri tersebut hanya memberikan tugasan yang spesifik kepada firma Marc Rich dan Jack Abramoff dan tidak melibatkan perjalanan jentera kerajaan yang menyeluruh.

Dalam konteks inilah, kita melahirkan kebimbangan kerana kenyataan keraajaan sendiri menjelaskan bahawa mereka memainkan peranan penting membentuk strategi komunikasi kerajaan dalam dasar-dasar penting terutamanya yang melibatkan rakyat. Kenyataan APCO menyatakan:

“will work to assist in strengthening the government’s online and other strategic communication capabilities to speed the delivery of accurate information to the media and public.”

Sekarang, kebimbangan kita bukan sahaja latar belakang APCO, tetapi bentuk penglibatan APCO dengan kerajaan Malaysia dan apakah maklumat yang telah dikongsi oleh kerajaan dengan APCO.


Tetapi sebelum kita meneliti dengan lebih dalam kenapa penglibatan APCO secara rapat dengan kerajaan merupakan satu risiko yang wajar kita elakkan, kita perlu meneliti dahulu modus operandi firma-firma seperti APCO.

Hanya dengan memahami modus operandi yang digunakan oleh APCO, baru kita boleh memahami kenapa penglibatan APCO dengan kerajaan Malaysia diselubungi misteri dan rahsia.

APCO memanglah sebuah firma hubungan awam bertaraf antarabangsa. Reputasinya digilap kerana penglibatan tokoh-tokoh yang ada kaitan dengan pentadbiran Amerika Syarikat atau pun ahli-ahli politik di Capitol Hill.

Pada masa yang sama, APCO juga menggunakan khidmat mereka yang mempunyai pengaruh di dalam bidang atau kerajaan masing-masing. Kalau kita lihat senarai Panel Penasihat Antarabangsanya, ahli penasihat APCO termasuklah beberapa tokoh diplomatik dan tokoh perisikan Israel.

Oleh itu, adalah penting untuk Dewan dan rakyat memahami bahawa reputasi APCO adalah sebagai sebuah firma pelobi. Apa fungsi firma pelobi di Washington?

Selalunya mereka akan mengaturkan perjumpaan atau seminar untuk membaiki imej sesebuah organisasi; terutamanya pemimpin-pemimpin yang mempunyai rekod hak asasi atau rasuah yang buruk di mata dunia.

Jadi, fungsi utama mereka adalah untuk membaiki imej pemimpin-pemimpin (atau badan-badan) yang mempunyai rekod yang tidak baik. Saya akan senaraikan selepas ini contoh-contoh pemimpin sebegini; yang secara tidak langsung kini Perdana Menteri Dato’ Seri Najib telah mendapat penghormatan kerana tergolong dengan pemimpin-pemimpin sebegini.

Untuk menjalankan tugas ini, mereka juga perlu menjaga nama dan reputasi mereka sebagai firma perhubungan awam. Sebab itu ada beberapa perkara penting di dalam modus operandi mereka yang perlu kita fahami.

Pertama – mana-mana pihak yang mengambil APCO sebagai perunding akan menandatangani perjanjian. Salah satu bahagian utama di dalam perjanjian ini adalah mengenai perkara-perkara rahsia; dengan izin “Confidentiality” atau “non-disclosure”.

Reputasi APCO sebagai firma pelobi banyak bergantung kepada kemampuannya menangkis soalan-soalan mengenai peranan dan penglibatannya dengan badan yang melantiknya, terutamanya pemimpin-pemimpin yang berimej buruk ini.

Sebab itu, tidaklah sukar untuk Barisan Nasional ingin mengabui mata rakyat dengan meminta APCO mengeluarkan kenyataan menafikan penglibatan dalam 1Malaysia, atau peranan sebenar dengan kerajaan Malaysia. Biar saya ingatkan rakyat Malaysia tidak mudah untuk diputarbelitkan.

Mereka faham bahawa adalah menjadi sebahagian dari tugas APCO, seperti yang termaktub di dalam perjanjian lantikan bersabit perkara-perkara sulit dan rahsia; untuk melindungi klien mereka dan secara langsung menafikan penglibatan.

Saya ambil contoh dua perjanjian lantikan yang melibatkan APCO. Satu yang ditandatangani oleh kerajaan Malaysia dengan APCO bertarikh 4hb Ogos 2009 yang secara khusus memberi tugasan kepada APCO untuk membaikpulih imej kerajaan Malaysia. Ini mempunyai tandatangan Setiausaha Akhbar Perdana Menteri sendiri, iaitu Datuk Tengku Sariffuddin Tengku Ahmad yang menunjukkan betapa dekatnya APCO dengan Perdana Menteri – sedangkan pada kebiasaannya perjanjian kerajaan hanyalah ditandatangani oleh pegawai-pegawai kerajaan sahaja.

Satu lagi contoh adalah perjanjian lantikan oleh Kerajaan Israel yang melantik APCO untuk menjalankan tugasan yang sama, bertarikh 9hb Januari 1992. Pada jangka waktu yang sama, Ehud Barak masih berkhidmat sebagai Ketua Turus Angkatan Tentera Negara Israel.

Kedua-dua perjanjian ini dengan jelas menghuraikan peranan APCO sebagai pelobi; yang antara lain perlu menyimpan rahsia-rahsia kerajaan yang diberikan kepada APCO dalam menjalankan tugasan. APCO juga tidak boleh mendedahkan maklumat kecuali diberi keizinan oleh kerajaan Malaysia. APCO malahan terlibat dengan apa yang dipanggil sebagai komunikasi strategik yang menyeluruh.

Kita berhak menuntut kerajaan dan Perdana Menteri datang ke Dewan Rakyat dan berterus terang mengenai perjanjian yang telah ditandatangani dengan APCO – terutamanya semua soalan-soalan yang telah saya timbulkan minggu lalu mengenai tugasan, bayaran, penasihat-penasihat yang terbabit dan pengaruh mereka setakat ini.

Berbalik kepada modus operandi yang kita tekankan tadi. APCO dalam operasinya membentuk pertalian dengan kerajaan-kerajaan yang melantiknya menggunakan firma bersekutu (dengan izin “associates”) di seluruh dunia. Selain Asero, firma bersekutu lainnya adalah Global Political Strategies.

Di Israel, salah satu firma bersekutu adalah Asero Worldwide10 yang diketuai oleh Doron Bergerbest-Eilon, bekas Ketua Perlindungan dan Keselamatan, Agensi Keselamatan Israel dengan berpangkat Mejar Jeneral. Beliau juga adalah salah seorang penasihat antarabangsa kepada APCO.

Jadi kontrak-kontrak yang melantik APCO tidak semestinya di antara APCO dan kerajaan semata-mata. Kerajaan boleh sahaja melantik firma bersekutu APCO tetapi tenaga pakar dan jaringan penasihatnya serta jaringan sekutunya adalah dari APCO.

Kalau di Israel, lantikan dibuat melalui Asero Worldwide. Contohnya, kontrak lantikan bertarikh 9hb Januari 1992 itu adalah di antara kerajaan Israel dan sebuah firma bersekutu bernama GCI International. Tetapi apabila kita meneliti kandungan perjanjian tersebut termasuk tenaga utama yang akan menjalankan tugas-tugas melobi, salah seorang pengurus kanannya adalah Margery Kraus yang kini merupakan CEO APCO.

Oleh sebab itu, kita perlu berhati-hati dengan penafian oleh APCO bahawa ianya tidak terlibat. APCO sebagai sebuah firma mungkin tidak terlibat dengan idea gagasan 1Malaysia – Apa mungkin Perdana Menteri hadir ke Dewan Rakyat dan menyatakan secara tegas bahawa tidak ada mana-mana individu yang ada kaitan dengan APCO atau firma bersekutu dengan APCO atau penasihatnya yang terlibat dengan gagasan 1Malaysia? Kita pertikai gagasan penting bagi pentadbiran sekarang tidak tergolong dengan apa yang dikira sebahagian dari komunikasi yang menyeluruh.

Bolehkah Perdana Menteri menerangkan adakah sebelum Ethos atau Omar Mustapha; yang dikatakan bertanggungjawab membawa gagasan 1Malaysia bagi pertimbangan Perdana Menteri; Omar Mustapha atau mana-mana eksekutif Ethos tidak mempunyai apa-apa hubungan langsung dengan mana-mana individu yang ada kaitan dengan APCO? Perdana Menteri perlu menerangkan adakah kerajaan atau Ethos atau mana-mana firma yang dilantik kerajaan; pernah melantik Mind Teams Sdn Bhd iaitu nama syarikat sebelum APCO secara rasmi bertapak di Kuala Lumpur. Paul Stadlen yang kini mengetuai APCO di Kuala Lumpur merupakan individu sama yang menandatangani perjanjian bagi pihak Mind Teams Sdn Bhd dengan Kerajaan Malaysia. Antara pengarahnya juga adalah Margery Kraus; CEO APCO dan invidu penting yang terlibat dengan akaun di Israel.

Perdana Menteri juga perlu menerangkan kepada Dewan; kenapa Omar Mustapha penasihat yang dipercayai Perdana Menteri dilaporkan membawa APCO untuk menasihati kerajaan dalam dasar-dasar penting terutamanya 1Malaysia? Tidakkah ini menimbulkan persoalan mengenai perkaitan di antara Ethos, APCO dan 1Malaysia? Manakala itu Perdana Menteri beria-ia menonjolkan Omar Musthapa sebagai salah seorang ahli lembaga pengarah Petronas walaupun ditolak pada mulanya oleh Lembaga Pengarah atas alasan gagal membayar biasiswanya.

Soalan-soalan ini perlu dijawab oleh Perdana Menteri, kerana kita tahu modus operandi APCO yang diselubungi degan rahsia dan melibatkan banyak individu yang bernaung dengannya tetapi menggunakan firma-firma yang berlainan.


Kebimbangan kita mengenai penglibatan APCO dengan kerajaan Malaysia banyak bersabit dengan rekod APCO dengan pemimpin-pemimpin yang mempunyai rekod hak asasi manusia atau penyelewengan harta rakyat di seluruh dunia.

Ada dua aspek yang membimbangkan kita – pertama; APCO banyak memberi khidmat untuk memulihkan imej pemimpin-pemimpin sebegini yang menindas rakyat di negara masing-masing. Sehinggakan akhbar The Times of India menulis bagaimana APCO mempunyai diktator-diktator di dalam senarai pelanggannya. Rencana tersebut menyenaraikan antaranya:

“Adolf Hitler was a brilliant propagandist. Narendra Modi too believes in the power of image.

Which is probably why the chief minister hired a US lobbying firm which has serviced clients like former Nigerian dictator Sani Abacha and President-for-life of Kazakhstan Nursultan Abishuly Nazarbayev.

This Washington-based firm, Apco Worldwide, was hired by Modi sometime in August this year, in the run-up to an important Assembly election, to improve his image before the world community. Among its recent clients are Mikhail Khodorkovsky, a former Communist youth leader-turned-Russian billionaire with mafia links.”

Keduanya; mereka yang terlibat dengan APCO mempunyai kaitan yang sangat rapat dengan Israel serta ahli politik Amerika Syarikat yang mempunyai pandangan yang serong terhadap umat Islam.

Soalan saya kepada Perdana Menteri – jika ini reputasi dan rekod APCO yang diketahui umum; apakah mesej yang ingin disampaikan kepada rakyat melalui perlantikan APCO sebagai perunding kerajaan?

Apakah pentadbiran Perdana Menteri mengakui bahawa Perdana Menteri dan partinya Umno adalah setaraf dengan rejim-rejim diktator di dunia; sehinggakan khidmat APCO yang selama ini membaiki imej diktator perlu digunapakai?

Saya ingin kupas kedua-dua aspek dan memberikan bukti bahawa berdasarkan rekod APCO selama ini, sewajarnya kerajaan tidak melantik mereka kecualilah kepakaran yang diperlukan kerajaan adalah kepakaran menggunakan wang untuk membeli pengaruh di Washington.

Dalam tahun 2007, seorang wartawan penyiasat yang terkenal di Amerika Syarikat bernama Ken Silverstein telah menyamar untuk melantik APCO mewakili kerajaan Turkmenistan. Beliau telah melaporkan hasil siasatannya mengenai peranan dan pendekatan APCO membantu membersihkan imej diktator-diktator dunia di dalam sebuah rencana yang disiarkan di dalam Majalah Harper’s. Berikut antara pendedahan majalah tersebut:

“Apco was the first firm I contacted, because it was a natural candidate to represent Turkmenistan: it has experience working not just on behalf of authoritharian regimes in general-the dictatorship of General Sani Abacha in Nigeria, for example, which employed the firm in 1995, the same year it hanged 9 democracy activists.”

Pendedahan Ken Silverstein itu jelas menunjukkan peranan yang dimainkan oleh APCO dalam membantu pemimpin-pemimpin yang begitu buruk rekodnya. Nama-nama yang disebut di dalam pendedahan tersebut termasuklah Barry Schumacher yang juga pernah terlibat di dalam tugasan lantikan kerajaan Israel pada tahun 1992 dan Jennifer Millerwise Dyck, bekas jurucakap CIA dan jurucakap Naib Presiden Dick Cheney; yang rekodnya di dalam perang di Afghanistan dan Iraq kita semua sedia maklum.

Sekiranya YB meneliti laporan tersebut, lebih membimbangkan adalah pendekatan yang diambil oleh APCO dalam menjalankan assignment itu.

Kepada kerajaan yang melantiknya, mereka dijanjikan pertemuan-pertemuan dengan pemimpin Kongres, dialog atau seminar dengan pelbagai institusi untuk memberi imej yang amat berlainan dengan apa yang berlaku.

Kepada pemimpin Kongres dan kerajaan Amerika Syarikat, mereka akan menjaja pertemuan-pertemuan ini sebagai peluang untuk mempengaruhi kepimpinan kerajaan yang melantik mereka sebagai perunding. Tidakkan ini satu amalan yang kurang beretika kerana ia seolah-olah mengambil untung di kedua-dua belah pihak? Bukankah ini satu isu yang besar apabila ada risiko campur tangan semata-mata untuk mendapatkan pertemuan-pertemuan di Washington?

Sebab itu saya akan terangkan selepas ini risiko-risiko yang telah ditanggung oleh negara apabila Perdana Menteri dicucuk hidung oleh Omar Mustapha dan juak-juak dari Ethos untuk melantik APCO.

Senarai pemimpin-pemimpin yang menggunakan khidmat APCO untuk membaikpulih imej diktator adalah panjang dan mengejutkan.

Selain Turkmenistan, Kazakhstan dan Azerbaijan; salah seorang klien APCO yang paling terkenal adalah bekas diktator Nigeria iaitu General Sani Abacha. Mengikut laporan-laporan BBC General Sani Abacha merupakan pemimpin berkedudukan No. 4 yang paling korup di dunia. Semasa pemerintahannya, berbillion-billion dollar dilesapkan. Wang yang dilesapkan oleh orang kanannya sahaja berjumlah USD$2.5 billion.

APCO sebagai firma perhubungan awam yang terlibat dengan komunikasi strategi mempunyai misi untuk melunakkan imej Sani Abacha yang melesapkan wang negara.

Aspek kedua yang membimbangkan kita adalah kehadiran ramainya tokoh-tokoh yang berkait rapat dengan kerajaan Israel dan organisasi pertahanan negara itu termasuklah agensi perisikan sebagai perunding atau penasihat APCO.

Tidakkah tindakan Perdana Menteri melantik APCO, yang umum diketahui rapat dengan tokoh-tokoh kanan rejim Zionis, merupakan sikap kepura-puraan? Di depan rakyat, kerajaan Barisan Nasional bercakap mengenai perjuangan Palestin, mengutuk rejim Zionist malah merotan pesalah-pesalah rakyat marhaen yang lemah untuk membuktikan ia sebuah kerajaan yang menegakkan Islam – adil atau tidak itu belakang kira.

Tetapi secara senyap di belakang, tanpa pengetahuan rakyat; Perdana Menteri dinasihati secara terus dan dekat oleh sebuah firma yang ditunjangi oleh tokoh-tokoh kanan rejim Zionis? Regim yang memenjarakan Gaza dan menindas baik umat Islam dan mereka yang beragama Kristian di Palestin.

Secara khususnya, saya ingin membawa perhatian Dewan kepada tiga tokoh utama Israel di dalam APCO iaitu Doron Bergerbest-Eilon, Ittamar Rabinovich dan Shimon Stein14. Ketiga-tiga tokoh ini adalah tokoh kanan rejim Zionis.

Doron Bergerbest-Eilon adalah Ketua Bahagian Keselamatan dan Perlindungan, Agensi Keselamatan Israel. Apa itu Agensi Keselamatan Israel?( Israel Security Agency)

ISA adalah nama rasmi kepada satu organisasi yang cukup busuk namanya di kalangan umat Islam; iaitu Shin Bet. Apa ini Shin Bet? Shin Bet adalah adik kembar kepada Mossad; iaitu agensi perisikan Israel. Bezanya – Shin Bet adalah agensi perisikan dalam negara dan Mossad adalah agensi perisikan luar negara.

Siapa lagi tokoh-tokoh kanan rejim Zionis di dalam APCO? Antaranya Itamar Rabinovich; Duta Israel ke Amerika Syarikat, salah satu jawatan terpenting dalam rejim Zionis. Ini adalah jawatan diplomatik paling kanan dan hanya tokoh paling kanannya sahaja yang menjawat jawatan ini. Begitu juga dengan Shimon Stein iaitu mantan duta Israel ke Jerman. Kedua-dua ini merupakan jawatan diplomatik kanan buat Negara Israel. Kedudukan mereka yang kanan dalam lingkaran diplomatik memperlihatkan keupayaan mereka untuk mempengaruhi serta melobi bagi pihak APCO sekarang.


Sebab itu kita menimbulkan isu ini kerana ia melibatkan keselamatan dan reputasi negara serta maruah umat.

Kita jelas mengapa kita bangkitkan isu ini. Ianya kerana kita mempertikaikan tindakan kerajaan menganugerahkan kontrak perkhidmatan puluhan juta ringgit kepada sebuah syarikat yang mana ada dari kalangan eksekutif kanannya pernah memegang jawatan tinggi dalam organisasi seperti Shin Bet dan Kerajaan Israel. Kita khuatir kerana pentadbiran Dato’ Sri Najib seperti tidak runsing dan gundah mengambil sebuah firma yang tercemar dengan rekod berkhidmat untuk para diktator dan petindas. Sikap membisu Perdana Menteri pastinya mengundang pelbagai kemusykilan serta persoalan.

Membicarakan persoalan seperti komunikasi menyeluruh, pastinya ia berkait rapat dengan Jabatan Perdana Menteri, Kementerian Dalam Negeri, Kementerian Penerangan dan banyak kementerian lainnya. Maknanya APCO mempunyai akses/terdedah kepada jaringan strategik serta penting dan pastinya memberi kesan kepada keselamatan negara. Melantik organisasi asing yang mempunyai rekod seperti APCO, lalu mengamanahkannya dengan tanggungjawab besar serta kemudahan sedemikan rupa pastinya menggadai kepentingan negara. Oleh kerana itu saya menggesa kerajaan agar segara membatalkan kontrak perkhidmatan dengan APCO dan menubuhkan sebuah Suruhanjaya DiRaja untuk menyiasat skandal yang memalukan ini.


*Ini bukan sebahagian dari ucapan. Sekadar penilaian dan perbandingan berhubung persamaan di antara 1Malaysia dan 1Israel:

– 1Israel adalah parti gabungan yang dipimpin oleh Ehud Barak yang menang pilihanraya Israel pada tahun 1999. Ia pada asalnya mengumpulkan Parti Buruh, Gesher dan Meimad dan kemudiannya bergabung dengan parti-parti agama Yahudi dan sayap kanan seperti Shas, Meretz dan beberapa parti lain.

– 1Israel menandakan beralihnya dasar Parti Buruh menjadi lebih keras dan bersayap kanan; dengan kemasukan parti-parti lain di dalam gabungan. Ia merupakan gabungan pilihanraya yang mengumpulkan parti-parti perkauman bersayap kanan yang berbeza ideologi dan kepentingannya.

– Sebab itu pendekatan yang diambil oleh Ehud Barak adalah dengan menumpukan kepada perkhidmatan-perkhidmatan yang ditawarkan oleh 1Israel kepada rakyat untuk mengalih perhatian pengundi daripada perbezaan ideologi parti-parti di dalam 1Israel.

– Platform 1Israel menjanjikan perkhidmatan-perkhidmatan yang lebih baik terutamanya di dalam pendidikan dan kesihatan yang terpampang di papan tanda besar.

– Mesej-mesej yang konsisten di papan tanda besar ini adalah tumpuan 1Israel untuk mendahulukan rakyat; dengan mendahulukan perkhidmatan seperti pendidikan dan kesihatan sebelum meluaskan kawasan penempatan Israel.

– Jadi mesej 1Israel adalah “rakyat didahulukan”, mesej 1Malaysia adalah “rakyat didahulukan, pencapaian diutamakan”.

-Satu lagi inisiatif utama kerajaan 1Israel adalah dengan merombak sistem kesihatan. Di bawah 1Israel, fungsi Kementerian Kesihatan diubah dengan menjadi perancang dan mengurangkan penekanan kepada rawatan wad dan hospital – sebaliknya rakyat digalakkan mendapatkan rawatan pencegahan sebelum ke hospital; sama ada di klinik atau dengan ubat-ubatan yang diberikan.

– Maka 1Israel penekanannya adalah klinik, di Malaysia kita ada Klinik 1Malaysia.

– Selain itu di bawah 1Israel pelbagai tabung, yayasan dan kempen dilancarkan secara bertubi-tubi; semuanya di bawah payung 1Israel. Begitulah juga di Malaysia tiap-tiap hari kita disuap dengan pelancaran, yayasan (contohnya Yayasan 1Malaysia), tabung, kampung dan pelbagai lagi – semuanya konsep 1Malaysia.

Anwar’s charm offensive vs Hulu Selangor Indians

The tranquility of Kuala Kubu Bharu (KKB) was shattered when a massive entourage of Pakatan Rakyat top guns roared into town last night to whip up support for the coming Hulu Selangor by-election.

PKR de facto leader Anwar Ibrahim’s top priority obviously is to hang on to Pakatan’s parliamentary seat in the wake of recent defections which have scorched the party’s image.

Vowing to be fair and just, a message specifically directed at the semi-rural constituency’s Malay majority, the skilled orator sought to convince them why the needs of the minority Chinese and Indian voters should be met.

“Umno shouts about championing Islam and you must see how passionately they claim in Parliament that they are defending Malay rights and privileges but their behaviour is nothing but what is seen in a circus.

“Bahasa Malaysia is our national language and Islam is the official religion, but we increase gambling licences,” mocked Anwar.

“The Chinese say no to gambling yet Umno-BN gives out more licences,” he told the 5,000-strong crowd which packed the Kuala Kubu Bharu.

Anwar delivers eulogy

The death of PKR MP Zainal Abidin Ahmad from brain cancer on Thursday night triggered the country’s 10th by-election since the 2008 polls.

Anwar apologised to the public on behalf of Zainal Abidin, who was ill since his shock win, for his inability to carry out his duties.

“I had known the late Dr Zainal from my University Malaya days… He was always a champion for a just cause, he knew what to fight for and never once wavered in his stand,” he said in his eulogy of the academician politician.

“He was one of the few Umno men back then who did not broadcast the reason for my incarceration.

“I have to apologise because during the time Zainal Abidin was MP, he was in and out of hospital. That is why he could not attend Parliament,” he added.

‘This country has two Malaysias’

He then took a swipe at the 1Malaysia slogan, pointing out that the ruling coalition was still race-based despite the campaign.

“Before I was a Jew agent, then they accused me of being a Hindu agent. Why? Because we were sympathetic towards what happened to (A) Kugan (who died in police custody) and we supported the several demands of the Hindraf (Hindu Rights Action Force) movement,” he said.

But Islam does not teach discrimination based on skin colour, he added.

“This country has two Malaysias – one for the rich and another for the poor. Look at the Indians, look at how you have all been treated badly, see what happened to Kugan,” said the opposition leader pouring scorn on calls for unity by the premier under the ‘1Malaysia’ umbrella.

He vowed that if Pakatan seized Putrajaya, all Malaysians will enjoy equal opportunities.

Anwar then sprung a surprise, calling on to the stage former Hindraf leaders T Vasanthakumar and V Ganapathirau.

He told the multi-ethnic crowd at the KKB Mini Stadium that they were two leaders from Hindraf who had decided to remain with PKR and DAP respectively.

This no doubt played to the significant Indian presence in the constituency, a majority of whom were staunch supporters of Hindraf before it was outlawed in 2008.

Pakatan has had a strong record in by-elections, bagging seven out of nine polls over the past couple years.

No quota games please

Other notable leaders present included PKR’s Selangor Menteri Besar Khalid Ibrahim, the party’s deputy president Syed Husin Ali, vice-presidents Azmin Ali and R Sivarasa and Pakatan coordinator Zaid Ibrahim.

PKR’s Hulu Selangor member of parliament Dr Zainal Abidin Ahmad, 71, passed away this evening paving the way for a crucial by-election in the Pakatan Rakyat-ruled state.

Zainal Abidin, who succumbed to brain cancer, passed away at about 9.30pm at his home at along the ninth mile, Jalan Cheras, Kajang, according to Bernama.

Zainal Abidin was the former Selangor deputy menteri besar.

According to election laws, a by-election must be called for the constituency within 60 days after the Dewan Rakyat speaker announces a casual vacancy.

Zainal’s death comes at a time when PKR is reeling from the departures of three of their MPs and the sacking of a fourth.

Nevertheless, PKR is expected to announce its candidate for Hulu Selangor soon while Barisan Nasional is expected to field a candidate from MIC.

Litmus test

There are rumours that BN’s backbone Umno is also eyeing the seat lost by MIC deputy president G Palanivel by a wafer-thin majority of 198 votes in the 2008 general elections.

Palanivel fell victim to the political tsunami which swept Malaysia resulting in MIC losing 18 of its 28 seats, where almost all its top leaders, including party president S Samy Vellu, were trounced.

All eyes will also be on the newly-formed Human Rights Party led by former Hindraf ISA detainee P Uthayakumar.

The Indian-based party has made known its intentions to make its electoral debut in that constituency.

For PKR, Hulu Selangor will be a litmus test for the party’s de facto leader Anwar Ibrahim and party-anointed Menteri Besar Khalid Ibrahim.

Ahli parlimen Kalabakan, Datuk Abdul Ghapur Salleh, yang dinamakan sebagai satu daripada lapan MP yang akan berpaling tadah kepada pembangkang pada 16 Sept membidas Datuk Seri Zahrain Hashim yang didakwa menipu di Dewan Rakyat.

Bekas MP PKR yang mengisytiharkan dirinya sebagai ahli bebas itu, minggu lalu mendedahkan bahawa Abdul Ghapur yang mewakili Umno Sabah dinamakan antara kumpulan berkenaan.

Menurut Ghapur, Zahrain telah melakukan satu penipuan besar.

Sehubungan itu, beliau mahu ahli parlimen dari Bayan Baru itu segera menarik semula kenyataannya dan menyenaraikan mereka yang dikatakan akan berpaling tadah itu.

Abdul Ghapur juga mencabar Zahrain mendedahkan nama 30 MP yang dikatakan akan menyertai ketua umum PKR, Datuk Seri Anwar Ibrahim dalam rancangan Pakatan Rakyat untuk menumbangkan kerajaan Barisan Nasional, jika apa yang didakwanya sebelum ini adalah benar.

Beliau juga memberi amaran kepada Umno agar tidak menerima Zahrain sebagai ahlinya kerana jika bekas ketua PKR Pulau Pinang itu sanggup berpaling tadah terhadap Anwar, dia juga, katanya, suatu hari nanti akan menikam pemimpin BN juga.

Selain Ghapur, MP dari Sabah yang dinamakan oleh Zahrain ialah Datuk Seri Anifah Aman (BN-Kimanis), Datuk Bung Moktar Radin (BN-Kinabatangan), Datuk Chua Soon Bui (Bebas-Tawau) dan Datuk Eric Majimbun (Bebas-Sepanggar).

Nama lain yang disebut ialah Dr Mohd Puad Zarkashi (BN-Batu Pahat), Datuk Seri Tengku Azlan Sultan Abu Bakar (BN-Jerantut) dan Tengku Razaleigh Hamzah (BN-Gua Musang).

Zahrain juga mendakwa seorang timbalan speaker juga dikatakan akan menyertai PKR.

Sabah Umno MP takes Zahrain to task, slammed him for being a big liar!!!

Kalabakan parliamentarian Abdul Ghafur Salleh, one of the eight MPs said ready to defect to the opposition in the Sept 16 takeover, today slammed PKR-turned-Independent representative Zahrain Hashim for lying in Parliament.

Zahrain had last week reveal that Abdul Ghafur, an Umno MP from Sabah, was among those who were thinking of switching sides as part of Opposition Leader Anwar Ibrahim campaign to dislodge BN from power two years ago.

Hitting out at the Bayan Baru parliamentarian for what he called is a blatant lie, Abdul Ghafur demanded that Zahrain retract his statement and instead name all those he said were going to switch sides.

Abdul Ghafur urged Zahrain to reveal all the 30 MPs rumoured to be on Anwar’s list of defectors.

“I’m not someone who jumps party. Ever since I am in BN, I have never jumped. I am not one of those being asked to defect,” he said, while debating the royal address in Parliament.

He questioned Zahrain’s motive in making the accusations and naming him as one of the potential defectors.

“Why involve me? I am not at fault. I want him to retract his statement and apologise.”

Abdul Ghafur also highlighted his track record as a long standing and loyal BN parliamentarian, saying that he was not someone that can be bought.

“In 1985, I was a Berjaya candidate. PBS wanted to buy me. I refused. If I leave a party, it is because I do not agree with the top leadership, not because of money.”

He also alluded to an ulterior motive behind Zahrain’s Sept 16 revelations and the real reason for his unrelenting attack on Penang Chief Minister Lim Guan Eng.

“Maybe they (the BN parliamentarians) do not defect because the bait offered to them is not enough. But for Bayan Baru, the bait must be huge. After two years, he decided to do this (to quit PKR). Why wait until two Sept 16s pass by. Why not a long time ago?

“He forgot that when he was in Penang, he asked for something and he did not get it to the point that he called somebody a communist. Can I call someone a communist here in the Dewan? I think not, this is wrong according to regulations.

“Now that he is fat and full, suddenly all these things come out.”

‘Give me equal coverage’

He also warned Umno not to take Zahrain into its fold because if the former Penang PKR chief can turn on Anwar, he may one day turn on BN leader Najib Razak too.

“If he comes into Umno, people from Umno may leave.”

Abdul Ghafur also called on the media such as Berita Harian, TV1, TV3 and Awani to give the same coverage on his statement as they did with Zahrain’s, or risk being exposed for being in league with the independent parliamentarian.

“Berita Harian, TV1, TV3 and Awani, all must carry my statement with the same wide coverage they gave Zahrain or they may be seen to be in cahoots (with him).”

During Abdul Ghafur’s speech, Zahrain stood up several times to speak but the Kalabakan parliamentarian refused to give way to him.

Sri Gading parliamentarian Mohamed Aziz tried to ask Abdul Ghafur to calm down but he was instead slammed for defending Zahrain.

A fuming Abdul Ghafur asked why Mohamed would defend an independent MP when he, a fellow BN member, was attacked by Zahrain.

MCA’s Yip quits as Perlis assemblyperson, another by election on the way

Titi Tinggi assemblyperson Yip Sun Onn has resigned from the Perlis state assembly with immediate effect, just as MCA is facing a free-for-all party polls this Sunday.

Perlis speaker Yazid Mat has confirmed with Malaysiakini that he had received his letter of resignation last evening.

Yazid said Yip stated in the letter that his resignation was with immediate effect.

“He cited the reason for his resignation was due to his unhappiness with certain party leaders,” he said.

It not clear whether Yip has problems with Perak MCA chief Chew Mei Fun, who is also incumbent Wanita chief.

Yazid said will use his powers as Perlis speaker to determine if the seat should be declared vacant.

Since that Yip has resigned as the state representative, it is likely there will be by-election in the coming two months.

Yazid however said that he will advise Yip to reconsider his decision.

Yip cannot be reached for comment.

Sole MCA state exco

Yip was replaced by Dr Por Choo Cho as the sole MCA state executive councillor in the Perlis cabinet last week on the recommendation from MCA top leaders.

Por is Perlis MCA secretary and Indera Kayangan assemblyperson.

According to Berita Harian today, Perlis Menteri Besar Dr Md Isa Sabu had been informed of Yip’s resignation and he too also asked Yip to reconsider his decision.

Por, when contacted by Malaysiakini, was shocked by the news that Yip had resigned.

But when told that Perlis speaker had received Yip’s quit letter, Por said he was currently in Kuala Lumpur.

“I need to get more information before I can response to the resignation,” he said.

‘Not linked to state cabinet reshuffle’

Meanwhile, Chew said she was aware of Yip’s resignation, but told Malaysiakini that party leaders were seeking to persuade him to stay in office.

“We hope he will cool down. The party and the people still need his service,” she said.

Chew also revealed that she heard of Yip’s resignation two days ago but she was unable to contact Yip.

“Although he called back yesterday, but unfortunately I missed his call,” she added.

Chew denied that Yip’s resignation was related to the state cabinet reshuffle.

“He doesn’t look like a man who is upset by the lost of the exco post. We will try to find out what is ailing him,” she said.

Opposition leader Anwar Ibrahim is ready to defend his allegations that the 1Malaysia concept had its roots in the Zionist ‘One Israel’ idea.

However, Anwar said he too would be seeking the government’s explanation on the role of Apco Worldwide – whom he claims came up with 1Malaysia and One Israel – to the federal government.

“In a reply given to the Dewan Rakyat, it says that Apco was not hired specifically to promote ‘1Malaysia’ but all general communication issues,” said Anwar.

He was referring to the government’s reply to a question by Tanah Merah MP Amran Abdul Ghani last week, who in asking the question, also claimed that the company was hired by dictotors in Nigeria and Kazakhstan.

Anwar said he wants the government to divulge the actual role of Apco, the value of the contract, and the company’s recommendations to all the government ministries.

“These are by no means a small matter,” Anwar told reporters at the Parliament lobby today.

Anwar said he would seek a clarification from the speaker of the house on what needs to be done to explain his allegations.

On Apco statement last week, denying that it had a role in the 1Malaysia concept, Anwar said: “Of course they had to deny.”

“They are paid to deny but let me give the facts. Give me the opportunity to explain in detail,” he added.

Petty issues

On a separate matter, Anwar brushed off claims by Pasir Mas MP Ibrahim Ali that he had committed contempt of court because PKR has been distributing documents tendered as evidence.

He was referring to Ibrahim’s speech in the Dewan Rakyat today, which called on the authorities to take action against Anwar over copies of Mohd Saiful Bukhari Azlan’s medical reports which has been publicly distributed.

“Yes, the party did print 1 million pamphlets which contained medical reports from the Kuala Lumpur general hospital,” said party secretary-general Saifuddin Nasution who was also at the press conference.

“The report is from three doctors Dr Khairul Nizam Hassan, Mohd Razali Ibrahim and Dr Siew Sheue Feng who mentioned that there is no clinical evidence to show that penetration took place.”

“Therefore, Malaysians have the right to this information. If there is no penetration, there is no case but what we have here, is that there is a case although there is no penetration.

“So it’s not wrong for the party, I put the party’s logo and my name to spread this word to the people. We have printed 1 million copies but we will print more,” added Saifuddin.

Anwar then rubbished the issue adding that it is not to be taken seriously.

“It’s a joke. There are people in this country complicity in murder, corruption, scandals and various racist actions, they are all not to be investigate but you want to form a royal commission on Anwar Ibrahim,” he said.

Over coffee at the Winter Garden Restaurant in Landmark Hotel in London one Friday morning, Malaysian politicians and activists sit with a British parliamentarian discuss how the opposition movement could go forward in the event that Anwar Ibrahim is convicted of sodomy.

Anwar, in good humour, was unfazed by the possibility of a jail term.

“If I am thrown into jail, we will definitely win the next elections,” he joked with Jeremy Corbyn, Labour Member of Parliament of Islington North.

“Are you saying that you’re more effective in jail, then?” Corbyn responded, and the table broke out into laughter.

Corbyn had filed an Early Day Motion in British Parliament to urge the Malaysian authorities to drop sodomy charges against Anwar Ibrahim.

The trial is a case of political déjà vu, resembling the one he faced in 1998 in which the conduct of the judiciary was condemned by Malaysians and the international community.

Amnesty International, Human Rights Watch and prominent leaders from the Commonwealth Parliamentary Association as well as 59 elected representatives of Australia are currently monitoring the trial.

Hanifa Ahmad, a Malaysian who attended Anwar’s talk at the University of Westminster said, “With enough international pressure before, the charges against Anwar were dropped. We might see it happening again this time.”

Lobbying the British

Anwar’s visit to London will draw more support from the British Parliament, with a slated interview with the BBC this coming Monday likely to coalesce more sympathy and international pressure for the Malaysian government to drop the sodomy charges.

The only moment when Anwar lost his humour was at a press conference held at the London School of Economics, when he was questioned on his confidence given that Hindraf had recently burned bridges with his PKR party on March 7.

On March 7, Hindraf leader P Uthayakumar had protested outside PKR headquarters in Selangor, accusing the opposition party and its coalition partners of failing to fulfil election promises to the poor in the Indian community.

It was Uthayakumar’s brother Waythamoorthy, in self-imposed exile in London, who was the driving force behind the Early Day Motion. Waythamoorthy had approached Jeremy Corbyn in advance.

To the question, Anwar replied: “You cannot fight a racist agenda with another racial agenda.”

The following evening, a member of the audience at the University of Westminster asked a similar question: “Is Hindraf your ally or foe?”

In response, Anwar said that it was impossible to correct all the failings of a national system at a the level of one state in the short period of two years that the opposition had been in power.

Hindraf, Anwar said further, has the right to criticise, but its demand for PKR to solve the woes of the Indian community is not something that PKR could completely agree with when socio-economic problems affected many other communities.

Affirmative programmes administered by the opposition coalition Pakatan Rakyat were based on needs, not race, he added. At Westminster University, he also challenged Hindraf to cite a case where PKR discriminated against Chinese, Malay or Indians.

‘The problem is not the Malays, but the corrupt leadership of Umno.’ he said, blaming the abuses of the New Economic Policy (NEP) by the ruling clique of the wealthy and the powerful.

Criticised for being a supporter of the NEP in his younger years, Anwar admitted that he used to support its policies in his youth. But those days are gone, he said.

For it is the ‘Umnoputras’ who benefit from the NEP and not the ordinary bumiputras, said Anwar.

‘I will fight it out’

Throughout the two talks, he constantly reaffirmed that he is a commited Muslim and a Malay – he neither smoked nor drank, even in London.

Over two evenings of talks given in the London School of Economics and on a Friday at the University of Westminster, Anwar Ibrahim presented the opposition as the government-in-waiting, and insisted that he would not be convicted this time.

“There is no evidence,” he insisted, and responded with humour when asked by a member of the audience about the PKR succession plan. “Why do you insist that I will be thrown into jail? I tell you, there is no case? I will fight it out in Malaysia and the international arena.’

His vigorous statement was greeted with fierce applause, despite having evaded the question of PKR succession plan.

Driving home the relevance of Anwar’s Sodomy II trial, Selangor assembly speaker Teng Chang Khim at one point told the audience: “If a man of his status can be treated this way, none of us are safe.’

Recounting claims that racist remarks were made at a recent Umno Club meeting, Anwar said such pejoratives were “officially sanctioned by the BN government”.

He also expressed concern that such a strategy of playing the race card was akin in Malaysia to playing with fire.

Anwar closed the Friday evening at the University of Westminister by imploring Malaysians to “do their duty” and to use their freedom.”

The Early Day Motion has collected fifteen signatures so far.

Opposition Leader Anwar Ibrahim today attacked the government over its handling of the economy, citing an over dependency on oil profits, pump priming measures and failing to curb a widening public-private investment gap.

Anwar, initiating his speech on the royal address on a negative note, said the Prime Minister Najib Abdul Razak pronouncement that the “the worst is over”, was misleading.

“While the economy began to grow again in the fourth quarter of 2009, relatively speaking Malaysia continues to fall behind in comparison to other countries in the region.

“This poses a serious question on the direction of the economy in the future vis-a-vis the efforts to bring the economy to a higher value chain,” said Anwar, during his three-hour speech.

He also pointed out that the government’s preoccupation turn Malaysian into a high-end economy might lead to the neglect other key economic issues such as poverty eradication.

Growing income gap

“Our efforts in eradicating poverty have had mixed results. According to United Nation’s Human Development Report 2009, Malaysia ranks 66 in terms of economic inequality, measured by Gini coefficient.

“We are behind Singapore (ranked 23), Hong Kong (ranked 24), South Korea (ranked 26), Brunei (ranked 30) and Cuba (ranked 51), among others,” said Anwar.

Moreover, the Permatang Pauh MP said that between 2004 and 2007, Malaysia managed a meagre 37 percent reduction in poverty rate, which is stark difference to the 60 percent success rate in the early 90s.

“At the rate we are going, one wonders whether we will be able at all to eradicate poverty in the near future.

“If anything, it is a reminder of the gigantic reform and monumental shift in the management of the economy that is required, if Malaysia were to upgrade itself into a high value economy and ensuring the prosperity is distributed equally to all groups and levels.

Public spending is not sustainable

Attacking the increase in government spending to restore the economy, Anwar said it is only a short term measure, adding that the over-reliance on income from petroleum and gas can no longer support this.

“If we were to take into account income (in the form of taxes and duties) from other oil and gas companies in Malaysia, the country conservatively relies more than 50 percent of its income on non-renewable source.

“In the year of 2007 and 2008, Petronas contributed to 36.8 percent and 44.9 percent to the total government income for the year.

“And despite the bumper income from Petronas in 2007 and 2008, the government continued to spend lavishly and registered deficit budgets,” he said.

He also said that the “massive drop” in private investments could also halt efforts to move into an high-end economy.

“Furthermore, the pattern of public spending is not sustainable at the rate it is growing. Any attempt to re-model the economy must address the skewed nature of public-private investments,” he said.

FDI outflow

He cited the alarming outflow of capital investment which had reached 44 percent of the Gross Domestic Production (GDP) at one point.

“Despite the alarm raised, the government rubbished concern on the pretext that this was reflective of… government-linked companies’ (GLCs) more daring ventures overseas. At the height of it, an estimated RM355 billion left our country,” he said.

The GLCs move to reinvest overseas rather then in local ventures also reflected their confidences on the economy.

Anwar said the government must realise that it must combine its approach to the economic problem of capital flight with a political situation.

“Only with honesty, transparency, fair-mindedness and commitment to reforms that Malaysia can begin to restore confidence in its economy.

“Pakatan Rakyat is consistent that without a holistic reform involving a total fight against corruption, the tightening of the government procurement process, the dismantling of the state-politician business relationship.

Injecting integrity back into the judiciary and important institutions; and an overhaul of our education system – the efforts to move to high value economy will remain as rhetoric,” said Anwar

Are cracks beginning to appear in the politico-civil service complex that holds up the edifice of the Umno-dominated BN government?

The politico-civil service complex (corresponding to the military-industrial complex of President Eisenhower’s description that referred to the web of business interests that impact governance in the United States) is the interface of interests that connect Umno’s top brass with the top tier of the civil service that’s supposed to run the country’s administrative machinery.

Nobody pretends anymore that the latter is a professional entity, independent of ministerial-executives and loyal, in the crunch, to the state as distinct to the government of the day.

The distinction between the two estates – the elected ministerial executive branch and the professional civil service – was blurred during the Mahathir era to the debilitating detriment of both.

The rumour that circulated late last week that inspector-general of police Musa Hassan had resigned his post, which he denied in comments that were not only ambiguous but ominous in its references to the “underground”, suggest that cracks are beginning to appear in the web of interests that connects Umno’s upper crust and the civil service’s luminaries.

Musa was quoted as wanting to know from where the word of his resignation had originated – whether from official channels or from the “underground”.

He said he felt sorry for the country if the story of his quitting, which he denied, had emanated from the underground.

Statements of such convolution cannot be reassuring, coming from this important a figure in the country’s criminal justice system.

They reflect, nay they reinforce, a widespread perception that a patina of suspicion and mistrust clings to this politico-civil service complex, blurring the lines of responsibility and accountability that should demarcate the two estates and which justify their separate existence.

Dissension and rivalry

Elsewhere in the civil service, in the Attorney-General’s Chambers, word has leaked of dissension and rivalry cleaving the top tier of command, making Musa’s rumoured ‘resignation’ another distressing strand in the miasma of suspicion that envelops the politico-civil service complex.

Citizens don’t believe the mainstream media’s spin on the stories of dissonance coming out of this complex so that the assumption of rumours being taken to be fact, unless expressly proven otherwise, only serve to emphasise the baseness of it all.

Don’t be surprised if one of these days, the entire complex will be rent by a mutiny launched by people whose nausea at what is going on prompts them to the kind of surgical action that led Fidel Ramos and Juan Ponce Enrile, army chief and defense secretary respectively in the last days of the Marcos administration, to engineer a putsch in 1986 after what was regarded as an election that was stolen by the dictator.

The episode led to the downfall of Marcos, catalyzed by the action of personnel from within the edifice of government. Corrupt orders cannot be brought down by resistance from oppositionists alone.

This is not to say that something of a military nature will happen here in Malaysia, but an ‘insurgency’ by the still-decent remnant of the politico-civil service complex may well expedite the day of its downfall.
